    Senior Budget Analyst

     

    Essential Job Functions:

     

    Perform budget support functions involving the formulation, justification and/or execution of budgets for the DISA Infrastructure Executive Directorate. Support the preparation of command, agency, or Presidential budgets and assist in preparation or required supporting justification as well as assist in the development of detailed programming and financial planning justification and documentation for inclusion in the Program Objective Memorandum (POM) and Five Year Defense Program (FYDP) submissions. Knowledge and experience working with the Defense Working Capital Fund (DWCF).

     

    Skills:

     

    The ability to write narratives justifying agency budget exhibits. The ability to analyze trends and developments in the Planning, Programming, Budgeting, and Execution (PPBE) process. Analyze and verify budget data. Enter budgetary information in a variety of automated financial systems, develop reports and schedules using Microsoft applications, DoD and DISA automated systems.

     

    Qualifications:

    A DoD Financial Management certification or American Society of Military Comptrollers Certified Defense Financial Manager certification is preferred, but not required.

    At least five years of financial management experience is required. Experience with DoD policies, regulations and procedures is also preferred.

    Active Secret Interim Clearance at a minimum

    Bachelor's Degree at a minimum

     

     

    Financial Manager

     

    Essential Job Functions :

     

    • Deep understanding of the Planning, Programming, Budget, Execution (PPBE) process, in particular, Budget Formulation
    • Perform budget support functions involving the formulation, justification and/or execution of budgets for the DISA Infrastructure Executive.
    • Support the preparation of appropriated budget exhibits and assist in preparation of supporting justification as well as assist in the development of detailed programming and financial planning, justification, and documentation for inclusion in the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President's Budget submissions.
    • Extensive knowledge of and experience working with the Defense Working Capital Fund (DWCF), to include both budget templates and spend plans.

    Skills:

     

    • Possess an in-depth knowledge of the program management process
    • Ability to work with Senior Government Leads, Division and Branch Chiefs
    • Intimate understanding of the Agency level operations (CFO/CIO experience preferred)
    • Ability to write narratives justifying agency budget exhibits.
    • Ability to analyze trends and developments in the Planning, Programming, Budgeting, and Execution (PPBE) process. Analyze and verify budget data. Enter budgetary information in a variety of automated financial systems, develop reports and schedules using Microsoft applications, DoD and DISA automated systems.

     

    Qualifications:

     

    • At a minimum, 5 years of experience working in DoD (preferably within a CFE, CFO or CIO office)
    • A minimum of 8 years of Budget Analysis experience
    • Bachelor's degree in Business, Finance, or Accounting.
    • A DoD Financial Management Level 3 certification or the American Society of Military Comptrollers Certified Defense Financial Manager (CDFM) certification or the Association of Government Accountants Certified Government Financial Manager (CGFM) certification
    • Experience with DoD policies, regulations and procedures is also required.
    • Active Interim Secret Clearance at a minimum
