    How does fiscal law impact your daily work?

    During my most recent webinar on reimbursements, receipts, refunds, and revolving funds (the 4Rs) I made the statement that DoD organizations have specific statutory authority in Title 10 of the US Code to waive reimbursement from other DoD elements. That prompted a question about whether an organization funded by one appropriation could waive reimbursement from an organization funded by a different appropriation (eg, O&M and RDT&E). The answer to that question was "yes", reimbursement may be waived regardless of the appropriations involved. A follow-up question was about what level in the organization had the authority to approve such a waiver. That question took some research and was answered the day after the webinar – it's the head of the DoD component (military department, combatant command, defense agency, etc) or his or her designee.
