How does fiscal law impact your daily work?
During my most recent webinar on reimbursements, receipts, refunds, and revolving funds (the 4Rs) I made the statement that DoD organizations have specific statutory authority in Title 10 of the US Code to waive reimbursement from other DoD elements. That prompted a question about whether an organization funded by one appropriation could waive reimbursement from an organization funded by a different appropriation (eg, O&M and RDT&E). The answer to that question was "yes", reimbursement may be waived regardless of the appropriations involved. A follow-up question was about what level in the organization had the authority to approve such a waiver. That question took some research and was answered the day after the webinar – it's the head of the DoD component (military department, combatant command, defense agency, etc) or his or her designee.
If you have particular questions about fiscal law, feel free to post them on this discussion thread, and we will do our best to answer them.
Keep an eye out for announcements of future webinars – either on new topics or repeats of webinars you might have missed the first time around.
