    Government Travel Charge Card Analyst

    Overview

    Amyx is seeking an experienced Government Travel Charge Card (GTCC) Analyst supporting the Defense Threat Reduction Agency (DTRA), in Fort Belvoir, VA. This individual serves as a travel card specialist/analyst for the Government Travel Charge Card Program and advises management on the productivity, effectiveness, and efficiency of the GTCC program.  

     

    Maintains and conducts daily account transactions, to include account maintenance, processing employee applications, policy updates, training, and continuous improvement for all DTRA travel charge card accounts. Maintains relations with senior agency officials, managers from the banks on the Smart Pay contracts, and General Services Administration officials to ensure the DTRA programs adhere to laws, regulations and policy, notifies management on any violations or inconsistencies. Receives information requiring government decision or action concerning charge card management controls, possible card payment delinquency or misuse, and policy or procedure changes, and notifies management for action.  Develops and evaluates charge card metrics information and presents it for supervisor's approval and forwarding to DTRA senior management.

    Responsibilities

    Responsibilities and Daily Tasks:

     

    Responsible for hands-on Government Travel Charge Card (GTCC) Program oversight including but not limited to:

    • Reviews DTRA financial policies related to the card programs in the form of Comptroller and DTRA instructions, directives, standard operating procedures (SOPs), handbooks, and policy Participates in the evaluation of overall DTRA charge card policy during the annual program reviews, and recommends courses of action and or updates.
    • The duties and responsibilities of this position require timely and accurate results retained from data queries and reviews/studies in monitoring the program management of travel funds and authorized entitlements per DOD guidelines.
    • Incumbent conducts system audits on agency travel vouchers based on leadership objectives and guidance. Compiles data, completes reports, and indicates any discrepancies that may be in violation of policy and regulations. Reports findings to organizational leadership and completes follow up action per policy and guidance.
    • Implements controls and methods to monitor data to ensure policy compliance and limit fraud, waste, and abuse of travel funds.
    • Assist in the development of computer-based training materials for classroom Continually assesses process improvement needs, and identifies, develops, and implements innovative solutions used in commercial financial card programs that have application at DTRA.
    • Conducts audits of cardholder and approving official Recommends corrective action in a written report and follows up until deficiency is corrected.  Reconciles bank billings with Agency records for centrally billed accounts.

    Supported Technologies:  Defense Travel System (DTS), Microsoft Office

    Qualifications

    Required Skills and Qualifications:

    • Possess a current TS/SCI clearance.
    • Bachelor's Degree.  Experience will be considered in lieu of degree.
    • 3-10 years of practical hands-on experience in Defense Travel System (DTS) and Government Travel Charge Card (GTCC) management, review and analysis.
    • Ability to learn quickly, adapt and take on new financial analysis challenges as required.
    • Experience in financial management, GTCC policy, Defense Travel System (DTS) policy, and navigating GTCC vendor's Electronic Access System (EAS) to include the reporting platform. 
    • Knowledge of Joint Travel Regulation (JTR) and Department of Defense (DoD) Government Travel Charge Card (GTCC) Regulations DoDI 5154.31, Volume 4 and experience in experience in applying the rules and polices within these regulations.
    • Ability to develop financial management Standard Operating Procedures (SOP) and financial management training materials.

    Desired Skills and Qualifications:  

    • Experience in DOD budget planning and execution.
